  • A similar civil liability bill in the US Senate could have been thrown out. The US government appears confident that it can buy this Bill as well as our parliamentarians who remain imprisoned by party whips. The proposed Civil Liability for Nuclear Damages Bill, which was to be introduced in the current Parliament session, is an exercise to provide State subsidy to foreign-nuclear reactor builders from the onus of the financial consequences of nuclear disasters, accidents and incidents.

  • In case of an accident due to the equipment supplied or any other external reason (design, construction), the damages would have to be paid only by the operator of the facility and not the supplier of the equipment (nuclear reactors) or the builder of the facility. In such a scenario, the foreign companies supplying the reactors will make profits and the state-run and public-funded NPCIL would be liable to pay the compensation in case of an accident. So, while the Indian people would get paid with their own money in case of an accident, foreign companies would make a killing.

  • Vice President Hamid Ansari has pushed for a parliamentary oversight committee to monitor the activities of the intelligence agencies, something which previous Canary Trap posts have strongly advocated for. While delivering the late R N Kao memorial lecture on January 19, Vice President Ansari highlighted the case of "faulty intelligence" on weapons of mass destruction before the Iraqi invasion in 2003 and asked "How shall a democracy insure its secret intelligence apparatus becomes neither a vehicle for conspiracy nor a suppressor of the traditional liberties of democratic self-government?"

  • Tired of the escalating infighting in the Bhartiya Janata Party (BJP) over the leadership issue, the Rashtriya Swayamsevak Sangh has decided to take the matter of deciding the next Leader of Opposition (LOP) into its own hands. According to sources, the Sangh has formed a committee under the leadership of its senior leader Madan Das Devi to select L K Advani's successor. Other RSS leaders who are in the committee include Shrikant Joshi, Madhubhai, Suresh Soni, and Indresh Kumar.

  • The world, including India, maybe facing a severe economic crisis but it seems that the Indian political parties are immune to the global economic slowdown. According to a recently released survey of Centre for Media Studies, around Rs 10,000 crores (USD 2 billion) will be spent on Lok Sabha Polls 2009. This does not include the cost of conducting assembly polls in Andhra Pradesh and Orissa. What is surprising here is that the amount to be spent (USD 2 billion) is more than what US President Barack Obama and other presidential candidates spent on their campaigns.
